This is a complicated question because it does not have a single answer, but a detailed and different one based on the moment, the person and the need.

Screen size
We have defined what form factor our laptop must have, now we need to decide what screen size we want. If we have opted for portability, we will choose a small screen, in the range up to 12 inches. However, if the laptop will be our main machine and we will have to do editing or play games on it, we will be better off choosing the 15 inch. CPU (processor) 
This component is the brain of the computer. The processor performs all the calculations necessary for the various applications and processes the data through the computing units. In recent years, CPUs have started to accumulate more and more cores and a higher frequency, in order to allow a greater number of calculations in less time.
So much processing power has a direct cost (that of the processor) and indirect cost (greater consumption, therefore a better performing battery etc.) for a value that can significantly influence the total cost of our laptop PC, so here's why having ideas having a clear understanding of the future use of our laptop becomes indispensable.
GPU (video card)
Do we need to connect an external monitor? Or to run "heavy" and specific applications from a graphics point of view? If the answer is yes, we will have to select a laptop with an external video card , otherwise, the one integrated on the motherboard will be more than sufficient for our needs.
Storage
Is our need to archive and have lots of data available or do we think we have little material or make use of cloud solutions? And then, do we prefer a more delicate and bulky but economical mechanical hard disk or a fast and compact solid state disk (SSD)?
For each of these technical parameters we will have to carefully evaluate our present and future needs. The ideal is to find the right size that allows us to spend the right amount for a laptop suitable for our current and future needs (perhaps considering a period of use equal to 3 or 5 years).
In addition to the most important factors, we will find others over which we will have less power of choice, but they will often be consequences of what we selected in the previous points.
Other characteristics.
Drums. Obviously we always want the maximum possible autonomy, but there is a physical and price limit to consider, also depending on the energy consumption of our processor.
Ports: at least a couple of "traditional" USBs, a USB 3.0 and maybe even an HDMI port, there are never enough ports on a laptop, but they can be limited by the price range and size of the laptop itself.
Connectivity: in a wireless world, the presence of Bluetooth and Wi-Fi is essential. This is also available in many different versions and with different features.
Now that we know how we would like our laptop we will have to mediate what we would like with what we can afford.
